Add an 'AuthLog TICKS' entry to the appropriate Handlers. 

Ideally, only logs for successful authentication requests proxied between local sites should be sent to Jisc. i.e. not authentication which happen entirely within a realm (local users on local site), or authentications which need proxying via Jisc (we can already see those).

The idea behind this is so that Jisc can keep a count of the number of roams between sites within Federations.

CSI acts as a way of de-duplicating clients.
